Colorado's Center for Improving Value in Healthcare (CIVHC) examines the distribution of certain chronic conditions across the state. This publication assesses these chronic conditions in terms of geography, payer type, gender, and age. Trends in disease prevalence across time are also discussed. CIVHC accessed 2012-2015 data from the Colorado All-Payer Claims Database (APCD) for this report. Six Critical Functions of an APCD. Reporting on health care spending, utilization, and performance. Informing the public about health care prices and policy. Below we present profiles of eight state all-payer claims databases (APCDs) discussed in the two-part series. State All-Payer Claims Databases: Tools for Improving Health Care Value. The states were selected based on a literature scan and expert advice. We were looking for diverse approaches and contexts for implementing an APCD, as well as Colorado passed legislation authorizing the creation of its APCD in 2010. Today, the database houses over 718 million medical, dental and pharmacy claims from 44 payers (including 35 commercial plans). What makes Colorado's APCD so powerful, however, is its pairing with the publicly-facing reporting and analysis that CIVHC provides. CIVHC was appointed as CO APCD Administrator in August 2010 because of its multi-stakeholder efforts and mission to help Colorado improve value in health care.
