Diaz said: "Edinburg is the fifth fastest growing large city in the state and we grow about an average of seven people per day.". EDINBURG, Texas (ValleyCentral) — Two men were arrested after an attempted kidnapping, authorities say. Edinburg police identified the suspects as 23-year-old Gabriel Munoz and 29-year-old John Hernandez Homer. Both Munoz and Homer were charged with aggravated assault, according to a release from the Edinburg Police Department. Noting the City of Edinburg has over 1,000 employees, Garza said staff are about to update the city's five-year comprehensive plan. "This is a visionary plan that sets the structure for the next five years of growth." Garza said Edinburg also has a unified development code, which are a set of ordinances dealing with development.
