The CoC's interference breaks the chain (Sheogorath builds up the Shivering Isles, turns into Jyggalag, destroys it, then turns back into Sheogorath to rebuild I have a theory that Jyggalag grew too much in power at the beginning of creation when Mundus was forming. His sphere is order, and it would make sense that as a mass of chaotic matter in the void was being formed into a world with order and structure, Jyggalag would naturally become more powerful as Mundus was created. Jyggalag was cursed, the HoK broke the curse, however the magic of Sheogorath is created by the Shivering isles. As a plain of Oblivion, the Isles have their own essence and evenually cause the emergence of a Mad God to rule the realm.
