Jim was born on August 21, 1920, to Thomas Cowan Perry and Jane Lillian Halliburton in Fisher County, Texas. When he was two years old, the family, including three older siblings James W. Perry is a former Secretary of the Wisconsin Academy Board of Directors. Perry retired in 2011 as University of Wisconsin-Fox Valley Campus Executive Officer & Dean, having served in that capacity since 1993.
