OMBAC HISTORY. OMBAC's official beginning was in 1954, but its roots sprouted years before. From friendships of the late 30s, 40s, and early 50s, the spirit and attitude of OMBAC evolved in Old Mission Beach. The common denominator was a strong desire for having fun! The Over-The-Line Tournament had survived because of a few die-hards.Over The Line is so entirely San Diego that it is trademarked. That's right, it's OTL TM by OMBAC. Now, the OMBAC World Championship OTL Tournament is about to be staged for the 64 th time. Over The Line is a public event and requires no ticket or entrance fee to watch the games and enjoy the tournament. The following rules will be strictly enforced: Drones are Prohibited in the Permit Area. Alcohol Rules: No Glass, No Kegs, No Styrofoam coolers, No Bud Light, and Must be 21 years of age.
