If Olenna had married Tywin, Olenna never would have been a Tyrell. She was a Redwyne. Olenna was born 14 years before Tywin. Tywin was 4 when Olenna was married. It would have been a hell of a power couple, but it's just not realistic. Olenna Tyrell, for example, was born Olenna Redwyne. The Redwynes are one of the three naval powers in Westeros and among the most powerful of the lords of the Reach. And Tywin Lannister is described as the man who would do anything to cement the future of his house. So the only explanation I see is that GRRM arranged it that way for the When? I believe Olenna was past child-bearing age by the time Joanna died, and grieving for however long after that. Tywin especially views women as baby factories and disposable instruments of pleasure.
